Decide what the client will see as yours, and what the vendor keeps
A true white label puts your badge on the login, the emails the platform sends, the documents it renders and the support address; a partner program puts your logo beside the vendor's. What is the difference between white label HR software and an HR partner program?
A white label carries your badge on the login, the emails, the documents and the support address so the client sees your product. A partner program pays you a referral or a discount on the vendor's own branded product. The margin and the client relationship are different in each.
Can a small consultancy resell white label HR software?
Yes, if the vendor's reseller terms allow it and the consultancy can support the first line of questions. The margin worksheet on this site says whether the wholesale terms leave enough per client to pay for that support.
Who is responsible for the payroll tax filings on a resold HR platform?
The platform's engineering supports them and the client remains the employer of record; the reseller agreement says who provides support. Read that clause before you sell payroll under your badge, and never represent the platform as doing what the agreement says it does not.
